The title really does no right to what's actually happening and the reasons for it IMO.
There are kids that were raised in war conditions, or have spent most of their lives in those conditions. Unicef speaks of rehabilitation, but in Uganda that is a luxury. Instead of creating another problem, they make the kids part of the solution. Maybe morally not quite the best option, but in practice...If they come voluntarily, which I believe they do.
They know only one way: that of the gun. If that's how you know t make your money, you'll be inclined to return to that method.
It is a bizarre result of the long-lasting conflicts on the African continent, and not yet under the attention of many. Child-soldiers returning to their violent way of life is not an uncommon thing actually, this is just the first time they are incorporated by a legitimate government, and not some rebel group.

So some are returning to the war but fighting on the other side.
