I think that to some degree what genre music is called depends on what is currently hot. i.e. when progressive is hot, more gets tagged progressive. When prog is a dirty word , quite often unfortunately it gets called deep house. They do cross over a lot, but progressive is probably harder to define because it takes from so many genres, hence , progressive.
