Oh, if you're trip isn't until the 23rd I personally think you will be ok. "the slightless" will have a better more accurate answer for you. I could also ask my college roommate who's from there as well.

I certainly hope so. My work colleague has a cousin in NYC who has just told her the city is underwater, so I'm kind of freaking out. Probably too soon to say, but I just hope I'm not walking into a "war zone".
I feel like a selfish douche bag talking about this, but been planning and saving for this for a long time.
^You live on the other side of the globe, you are just being a smart traveller. I think a month will be enough time for the parts of the city you will be visiting to be ready, but I could be wrong.
i would read the local paper's websites. there is no true blue estimation of when the damage will be repaired in the NYC subways and power restoration to lower manhatten. i just power back about 3 hours ago.
best sites to see whats going on now are
nydailynews
nypost
newsday(more long island centric, which also has been devastated.)
not sure on jersey side.
its real bad in terms of damage and cleanup. my friends house has cars and boats on the property, my old neighbor lost thier home and my friend's better half has family who lost everything down in breezy point. the ocean or olong island sound met the bays in a few areas. coastline has changed a bit on southern nassau county (long beach NY and oak beach). my wifes cousins are still trapped on a barrier island called oak beach but ok.
your life is an occasion, rise to it.

It didn't look like Manhattan was under any water at all. Didn't even look like anything happened in Uptown.
Downtown sucks though. No power since Monday. I'm at JFK waiting for my Icelandic flight and getting power and a connection for the first time. Can't wait to have a hot shower in Iceland

Oh. My. God. James absolutely obliterated the island tonight. The last time there was so much destruction, Obi Wan Kenobi had to take a seat on the Falcon after the Death Star said "hi and bye" to Leia's homeworld.
I got pics and video. But I will upload them in the morning. I need to smoke this nice phat joint and just close my eyes and replay the amazingness in my head.
What's the latest in Lower Manhattan? Looks like some rail services are back on and majority of power will be restored in the next day or two? At least, according to the sites suggested by thesightless (thanks for that man... hope you're coping alright)
