everything is an addiction, either your physically addicted to the chemical (Nicotine / Heroine) or it's a mental addiction (you can't get over how good it feels). but it's more along the lines of how much harm one vs. the other will do to you.

The speed at which the drug is lethal is one way of looking at it. How to quantify though a drug that slowly removes a persons personality, ambition, and intelligence? That is a tough one.
