^^ I don't think that's accurate. The Blair Witch Project was made in 1999 and it cost $46K at the time to make. It had no special effects other than a bunch of kids with camping gear in a forest. In comparison, Paranormal Activity did have it's share of CGI which I'm confident in the 21st century would not be made under $15K.
