          As a legitimate procedural tool, it's his right, unfortunately. I can't very well defend the senate when they successfully filibuster something I disagree with and then harp on Bush for taking advantage of this when he has the chance.

          Just as a filibuster looks obstructionist, however, Bush does this at his peril, because it isn't any secret that Bolton had a tough road to confirmation ahead of him and that Bush is basically doing an end-around the Senate. More people are finally watching what Bush is doing with a more critical eye, and I can't imagine that this will be particularly well received except amongst those few people that really have a hard-on for Bush or Bolton.

            1. Clinton appointed 140 during recess over 8 years.

            2. Bush has already appointed 106 in 4 years.

            3. Bush is appointing Bolton during recess ONLY because he couldnt get them through congress. Think about that. Republican House and Senate, and he still cant get Bolton through.

            4. Reagan did just over 250 recess appointments in his 8 years.


            Has anyone else noticed that our President has decided to take his annual MONTH LONG VACATION!?!?!
