Yep, I think that's accurate.
Basically, Mixcloud, Mixcloud Select, and Mixcloud Live, all seem to use a lowpass at 16538 Hz – 17071 Hz which in LAME encoder terminology is the equivalent of an mp3 at 130kbps CBR or an mp3 at 120–150kbps VBR.
Our ears can't hear above those frequencies actually, but the problem is that during the encoding in such low bitrates most encoders do those annoying glitches in high frequencies...
