    Bush Takes Responsibility

    WASHINGTON (Reuters) -
    President George W. Bush took responsibility on Tuesday for failures in the federal government's response to Hurricane Katrina.

    "Katrina exposed serious problems in our response capability at all levels of government, and to the extent that the federal government didn't fully do it's job right, I take responsibility," Bush said. "I want to know what went right and what went wrong."

            yeah.

            they really need to grill the mayor on why he didnt order evacs when the NWS told him to. thats the one thing that sticks out in my mind, outside of the ppl refusing to leave.

              Bush is right to take the blame. Truman said the buck stops here. He shouldn't have appointed an unqualified official in charge of Fema.

              But, the Mayor, Governor, local officials, and some of the people that tried to ride out the storm should take some blame too.

                the first and foremost blame needs to be put on the Levee Advisory Board. they havent voted on anything regarding the levies in almost 5 years if im not mistaken (will look up on monday), rather, they (if i remember properly) have been voting on zoning approval for the last few years.

                then ask the mayor why he turned his back on the bus companies on saturday and sunday, then ask the govener why she didnt order the guard in at 1PM on sunday when the NWS told her to.

                then after about a dozen or so more questions to them, ask bush why he bullshitted for a day when he should have known the mayor and govener dropped the ball big time.

                mind you, NO ONE there (outside if the national geographic study from 2003) had an idea the levies could break. the NG study was submitted to the govener, and the book from the 80's was submitted to Bush I, clinton, and all previous goveners.......

                          Normally I despise the blame game, but disasters are something that can happen at any given moment (Rita, earthquake in Cali, next terror attack) so IMO this is less of second-guessing and more of how-can-we-do-better-next-time.

                            Actually I was listening to a radio show yesterday which indicated that in 2000 a study was published which some guy won an award for outlining the entire situation. His study did show the levies would break, from what I heard it predicted the event to a tee. Unfortunately I did not write down what paper published it but it is still available from its site.

                              Yeah, there was an article in Time that outlined the results of some of the previous studies. Suffice it to say that the analysts nailed it, right down to the chaos that would ensue in the aftermath. Anyone that says that no one could (or did) forsee this is simply wrong. Hell, it was identified in a 2001 FEMA report as one of the top three most likely disasters to the country along with a major earthquake hitting San Fransisco and a terrorst strike on NYC. People can, and do, predict this sort of thing happening for a living. What we decide to do with the information they provide is up to us...

                              Let's just hope we've learned from this. With Rita fast approaching, we're getting a test sooner than we'd probably like. Looks like the preparation for Rita is very different, though, so let's hope the result is different.
