Help.... .pls file

I need some help (in more ways then one)! When I click on "Mercurysessions Tune in 128K" it asks me to open or save. When I hit open it does nothing. I don't have this issue when I am tuning into Protonradio. Can I do anything to fix this? Also this is my "work" computer so I can't install new programs if that is needed. Thanks!!
