easy way = do something ugly but fast in dreamweaver (visual mode)
best way = learn some html and css (google for newbie tutorials) and then code it up on any text program or better some software that uses colors for better code viewing and comes with some pretty functions to make things faster/easier, like UltraEdit or even dreamweaver (homesite/code mode)

(html is not that hard, learn the code it'll help yopu do what you really want to do, instead of what some software thinks you're trying to)Comment

find a site you like.
download it.
open the page.
view source.
change the text and / or graphicsto what you want it to be.
upload new page to your host.
done.
a new site in the time it takes to make a cup of tea.Comment

Read some stuff about html and css at www.w3schools.com , for example.
Then get yourself 1st Page HTML redactor (really an imporved version of notepad, with pretty coloring) and create.
Get First Page at http://www.evrsoft.com/1stpage2.shtml
Oh and some graphic program like Photoshop would come in handy too.Comment
