Kinda interesting story about her getting tipped to the existence of an unidentified large-scale plot before 9/11:

When you consider that there were memos indicating that bin Laden was determined to attack the US from Summer '01, it seems pretty plausible that she could have been tipped off in this fashion.

there was a guy over here caught with a laptop full of terrorist stuff in 1998 over here and the plot to hijack planes and fly them into the twin towers was on the laptop and no one took it seriously, apparently MI5 gave that info to the CIA and they didnt take it seriously

I don't know if you read the whole story (it's kinda long), but she does explain why she didn't report it -- in short, there wasn't enough info available. Not saying it's a good reason, but her answer to your question is in there...
