    HOAs - advice

A friend of mine is having problems w/ his Home Owners Assc., any advice to this would be most helpful:

I live in a townhouse in a subdivision. Most townhouses have Homeowner associations. Commonly referred to as HOA?s. Ours is Armstrong Management. They have a problem because I am making it a goal in life to have them removed from management of these properties. They raise our rates yearly yet we recieve worse and worse service. The association is responsible or maintaining grounds, plowing snow (in theory) and making sure the neighbors don?t paint their homes blue. To do this they collect fees monthly. Most of the time it goes smoothly but when the association for some unknown reason doesn?t collect your fees from your account anymore and never bothers to tell you and then sends you through the legal ringer and now I owe more than $500 in legal fees I have a problem with that so I will pay the fees but my goal in life for the short term is to have this management company removed from managing our properties. They are a large corporation and fail to connect to the 119 units that they manage. They don?t have that personal touch. They do just enough to keep the revenue flowing but have no personal association with the people that live there. They aren?t even based out of the same county.
I will keep this space updated with my success or failures. The first step is to get the bylaws and also attend a HOA meeting. We?ll see what happens from there.
