strain rate ....umm... might be wrong, so ill say that first, its been like 7 years since physics....

dont think strain as in pasta strainer. think pressure exertion. i.e. a glass of this fliud would share more liquid properties, but the tank of it allows its denisty and pressure to promore more solid properties, hence when he ran, exerting more pressure on the surface, the fliud allowed him to remain on top, but when stopped, the pressure was lessened, and the fliud allowed him to sink.

it could also indicate that the amount of time that the strain was exerted caused the liquid under his feet to allow him to sink. Another example is that even the human body is able to withstand a shit load of pressure for microseconds and not be extremely hurt by the resulting impact.
