this was originally and solely sponsored by the SEC and accounting oversight commitee aimed at the companies like merril lynch, price waterhouse, etc. it is intended to prevent insider trading and IPO manipulation. also, a part that wasnt detailed is that now, any trading, banking, or audting fim has thier phones adjusted to not accept blocked phone calls from protected numbers. i.e. you have to turn it off when you call them so they can recrd the number.

unfortunetly, is has been expanded to most traded companies.
