          there was a very interesting show about it on the Discovery Channel.... (don't remember the name of this dude now and iirc it was also in the pre-electricity days) but he basically suggested that the working day be adjusted by an hour in order to conserve energy so people had more of the daylight to work outdoors. It still carries on today but in the modern world it makes little difference all with 24 hour in-door electricity consumption

              according to the article it says that january and february didn't exist as Winter was not considered as an important period of the year. they were just added later to fill the gap
