i am thinking of moving into a basement apartment on my own... i plan to set up my decks/cpu and plan on making a lot of noise. i do not want people upstairs from me bitching all the time. do i just come out and say it? or hide the fact and just hammer it out when i move in.

wait until youve moved in. Then at least if they dont like it, you have however long it says in your contract to find somewhere that will (mine said 3 months).
Although saying that, im in the process of buying a place, so wont have this problem anymore! -

If you plan to constantly DJ and don't tell the landlord he/she will prolly kick your butt in the probation time but this depends on the neighbors - and the landlord in case he or she lives in the same house - so a quick sourrounding check could help. If only old lads are living there, you can most probably forget about it unless you do not want to invest $$$$ in noise protection (more than a few egg cardboards) for your flat.
When I moved in my actual flat I asked all neighbors what they think about loud music and that I will play music a bit louder 2-3 times per week. Iin fact it is 7/7 when I am at home in the evening and the right mood but you don't need to play with completely open cards imo. Most responded "Nothing if you don't bitch when I play mine loud" LMAO so I was pretty lucky I guess. Otherwise my Subwoofer would have taken care that my arse would have been kicked already.Comment

haha, same here...student apartments are shabby but I can play my shit as loud as I want. The people left and right don't give a toss and the one below me regularly does the same thing and we know each other too. No problem at allBlowkick visual & graphic design - No Civilization. no i dont plan on DJ'ing all day long with no rest, haha. i work a pretty busy job and it would be within the hours of 6pm-10pm and weekends. and not every night. but i want to work on my productions a lot, so it may have to be loud occasionally. partly why i am taking a basement is to keep the noise muffled. i am moving out on my own so i can step up my work on my music a lot. i live with a med student and another buddy. and more than most people, i feel real bad if i annoy anyone... so i always keep it down. i want the freedom to put all my efforts into my music. so its important i can. i am paying a lot more in rent i want to be able to do my thing. but like i said i work a tough job, so i am in bed early enough and at work all day.Comment

I would just let them know you working on music
maybe even let them listen, give them a mix or some
previous tracks, if they are into it, would imagine that would be a plus,

Be upfront but downplay it as well. Personally I don't think it's fair that you want to rock the whole building if you're disturbing your neighbors, not that you should stop playing music either. I'd say play your music at your volume until someone says something, and work out a benchmark for your volume.
