Evidently not. A new report suggests that al Qaeda has rebuilt its forces to equal those before 9/11:

I'm skeptical of the report. The report is classified and the sources are speaking in anonymity. I'm not saying anyone is lying or is wrong, but how do we really know for sure.

I do doubt that Al Qaeda is at pre-9/11 strength. Before 9/11, along with the Taliban were in charge of Afghanistan.

But, with Pakistan unwilling to let us go into the tribal border region of Al Qaeda and Rumsfeld calling off attacks for political reasons then this report may be right.
