I think it looks like there's 4 digits behind the 9 billion because there's 9,998 x 100 gallons used costing 4,592.38. The two numbers were so ridiculous that they just ran together. Oh and btw that would only make it 9.99 million instead of billion.

it says usage in 100's gallons is 9.998 x 100 = 999.8 gallons
charges 4592.38 , so your paying 4.5932 dlrs a gallon
because the 2 columns are next to each other it makes it look like
