Yeah this pisses me off as well, it's almost like the govt that always tries to find new taxes to get your money. Panicattacks all the around the music industry with the digital formats going round, they're just trying to stay in control of the music which was so much easier when you didn't have downloads and mp3's.
On the other hand: dance music scene has always been partially underground with tracks being given out as promos and stuff, there's so much music that hasn't been paid for but given that laws like these make as much sense as slapping my dick into a bowl of yoghurt...Blowkick visual & graphic design - No Civilization. Now With Broadband.
