            this is the program i use, but it is for linux, but the wikipedia entry has some other apps that do the same and looks like some are for windows, check it out:

                    Talk about OCD: I'm using a mix of itunes, mp3 id3x to tag, and ivolume to normalize music using replaygain. Still haven't gotten around to installing a cataloger to re-index my 7yr collection
