How do they test this? One would think that the availability of cell phones (how expensive they are, and if people of lower socioeconomic status could even afford one) would effect this significantly?

statistics are provided from random cell phone providers. regarding availability of phones to those of lower income or credit challenged individuals, i assure you they find a way to have a cell phone whether it be prepaid or having someone in their family help them getting around the credit check. I see it all day long, everyone has a cell and thos who can not afford will have them anyway. we as humans will always find a way to get what we want regardless of income, credit, status etc.
