On the one hand, this feels a little cheap, like a "gotcha" sort of deal. On the other hand, if you're going to go out and lobby in support of an Act of Congress, it's probably good to have an idea of how that Act differs from (and is better than) the one it would be superseding. Pretty simple, really:
With the internet, there is no excuse not to do your homework on specific issues, especially if and when lobbying.
The boldface part is the kicker for me. I certainly couldn't tell you the ins and outs of the Act, nor would I fault your average Joe, if you'll pardon the pun, for not knowing. When you're out there actively lobbying for the bill's passage, though, some level of familiarity with it shouldn't be too much to ask. "Hey, I'm just encouraging people to educate themselves," which seems to be Joe's fall-back response when he gets hung up, only goes so far when you fail to lead by example by educating yourself.
