i'm sure i heard somewhere that its not unusual pratice to bury people on top of each other.

That's horrible!
I can't even imagine if someone did that to any of my loved ones

As for Dhar's comment, yes in some places it is practice to bury people on top of one and other. However it is never practice to dig up the remains, toss them over a cliff and bury someone new in their place.

This whole situation is very upsetting and appalling IMO. I hope they are able to resolve this for all those poor families involved, so they can re-bury their loved ones so they can once again rest in peace.
