I am not sure I agree. The whole reason insurance companies have pre-existing conditions is so that people don't wait to get health insurance until they tear their ACL in a soccer game, sign up for a week, get the surgery and then cancel. If the government eliminates pre-existing condition denial of coverage, then people will be able to sign up for coverage after an injury or illness sets on. If they already had coverage when the injury happened, it wouldn't be a pre-existing condition. That's the whole definition of pre-existing.
