it could really be an honest mistake. I mean, even if you laid it out on paper 1st and "designed" these neat geometric shapes, it might not have even occured to the gardeners that it is a swastika, especially if they are not racist or nazis themselves.
Still, it is awful, and if it was on purpose it is in really bad taste. But no one ever said the nazis were humanitarians.
