The world's oil production reaches a peak and no alternative sources have been found.

China, India, and Russia form an Asian alliance the US form a Western Alliance of North American and South American Countries.

To avoid damage to economic infrastructure biological weapons are used to attack major cities in all major world capitals in an effort for countries to surrender without massive use of military force.
