There is some truth to this, if you get a drone and then throw and LFO on it and get the LFO at the right frequency, it can induce an unusual feeling of being entranced. Tibetan monks have doing this for ages. I'm not sure on the exact terms here, but they have something like a bowl and they rub something around the rim at certain rate to create the drone and get the LFO effect. Not that different from rubbing your fingers around the rim of a crystal glass to get it to resonate.
With that being said, this is absolute garbage and I find it outrageous that the parents and school are taking these kind of drastic measures.
