First of all, this dude sounds like Max Headroom, and it's tough for me to take him seriously.

Setting that aside for a moment, though, is this a joke? The fact that he drops in the "fear programs" regarding "Reptilian Shape Shifters" right in there with things like Y2K, Swine Flu, etc. would have had me spraying my monitor if I'd been drinking something at the time. Is that something people are actually concerned about? Reptilian Shape Shifters? I didn't even realize I was supposed to be concerned about that OR Alien Invasion. I gots me some readin' to do tonight so I can get appropriately concerned about these things so that this dude can allay my fears...

REALLY tough to view this seriously after seeing that. Impossible, actually.

Steven Halking talks funny would you take him seriously? I think the shape shifters are highlighted as he points out the fear spread people like David Ike, another example would be that KYMATICA moive which made some bold claims about December 2010 which are not going to happen.

I think the point of the film is how people are quick to make assumptions of things they see on TV or in the media without seeing proper evidence. That picture res0 likes of that nice shinny piece of metal outside the pentagon is a good example
