When a drunk smashes into you, vehicle insurance (either your own or that of the other driver(s) is what should cover you. I can't disown my body, so don't penalize me for not buying into your warped vision of what my healthcare coverage should be, one which would be crafted by some useless, distant bureaucrat. My preference would be to cut out the middleman (insurance) but given that unlikelihood without total societal collapse (which I wouldn't be surprised if it was coming), we have to work within the framework we have without further stifling liberty.
Massachusetts has a similar plan and with the way it's operating in the red (and penalizing peons who don't buy in), that's all I need to know about how NOT to do it on a national scale. The new bill is over 2000 pages, knock yourself out reading that. Pelosi, one of its primary pushers, said we should pass it and worry about reading what's in the bill later.
Eff that. I'm all for repeal and if the IRS doesn't like the fact that I don't meet their insurance requirements, they can keep enhancing our police state and build more prisons to house us in with their worthless dollars.
