got it the day it came out.. it seems to be more of an expansion pack to gt3 rather than a game that has evolved during the time of development... the graphics are much better along with better sound, an ass load of cars, a few new tracks.. kinda disappointed about all the hype & how long it took to get it out, BUT im still hooked like salt on a slug...
a few new features i like. 1)the ability to clear a series of your records to re-race & win another prize car. 2)the set "A" "B" "C" so you can have tranny, suspension, blown / NA, etc. settings for different tracks. 3)seems to be more races because each manufacturer has a series of races along with country specific series races.
downside - how frustrating some of the liscense tests are..

98-prelude SiR S spec - video game & japanese version (or as close to it as it gets)
so i can blow it to kingdom come with a big ass shell popping prolly more than about 350-400 rather than spending a crap load of moeny to have a smog hazard - gas guzzler.
