She was speaking in Grand Junction, CO, which like the rest of CO, has a large mexican population. The idea is that those people probably don't give a fuck about Joe the nonPlumber, but drop an immigrant name and they're all ears.

McCain heading to Florida with Tito in his arsenal too to speak to the large Cuban population and invoke the fear of Communist Castro in them.
