Can someone pleeeeeeeeeeeaseee ID the track 30 minutes into part 1 with the vocals that say something about "Buenos Aires"?!?!

I can't speak Spanish, but it says something like 'esta po ey lay, Buenos Aires' and then another guy goes 'puebelo, pueeebelo'. Any ideas? It's such a funky track.
