Not really a gang initiation but in bad neighborhoods where shit goes down and you see people dealing in a car the average person who doesnt know will flash a car to turn their lights on.

Not too many people moving shit around would want a spotlight to draw attention.

So probably one person got gunned down. And people made that up as a warning.
